Liberty Mncube
Dr. Liberty Mncube is a seasoned competition and regulatory economist with extensive testifying and consulting experience on complex competition and regulatory matters.
Dr. Liberty Mncube has testified in all types of competition matters (mergers, single-firm conduct, coordinated conduct), has led economic analyses for market inquiries and other major competition matters that have not gone to trial, and has led work on damages claims. He has featured in several prominent competition matters in South Africa.
Before joining BRG, Dr. Mncube served as deputy chairperson of the Competition Tribunal, where he adjudicated competition matters involving mergers and prohibited practices (cartel cases, abuse of dominance cases, etc.).
Dr. Mncube served as chief economist of the Competition Commission from 2014 to 2019. He was responsible for all economic analyses relating to the Commission’s mergers, cartels, abuse of dominance, and competition policy work.
Dr. Mncube served as a member of the Presidential Economic Advisory Council (appointed in 2019 and reappointed in September 2022). In 2017 and 2018, he served as a member of the Ministerial Advisory Panel tasked with developing draft amendments to the Competition Act, which ultimately led to the Competition Amendment Act 18 of 2018.
Dr. Mncube is an associate professor of Economics and teaches competition economics at the University of the Witwatersrand School of Economics and Finance. His scholarship has been published in journals including the Review of Industrial Organization, Journal of Competition Law and Economics, Journal of Competition, Industry and Trade, Concurrences Review, and Journal of Antitrust Enforcement.
