Francesco Lo Passo
Dr. Lo Passo has more than twenty years of experience in economic consulting since his involvement in the opening of the first international economic consulting office in Italy. His clients include energy, transport and telecommunications companies, investment banks, law firms, and institutional bodies. He has acted as expert at national courts and the Milan Arbitration Chamber. He has advised clients on state aid, extensions and renegotiation of concessions, market and regulatory issues including tariff design, cost of capital estimation for regulated companies, capacity payments, gas transmission tariffs, network codes, revenue neutrality mechanisms, unbundling of regulatory accounts, design and implementation of a competitive mechanism for electricity procurement, and incentive mechanisms for renewable energy sources.
Dr. Lo Passo has supported clients in defining strategy during market reforms. He has helped clients and lenders in due diligence processes in providing specific insights for evaluation and critical assessment of upsides and risks of expected developments. Dr. Lo Passo has published articles in technical journals and is a regular speaker at conferences and seminars, including those organized by Airports Council International Europe (ACI Europe).
Dr. Lo Passo has worked for institutions such as the Italian Treasury and Consob (Commissione Nazionale per le Societa e la Borsa, the Italian securities market regulator) and several economic consulting firms. He has been lecturer in the Doctorate Program in Economics of La Sapienza University in Rome and at the OECD Advisory Group on Privatisation. He was a member of the Council of Experts of the Italian Treasury and in 2004 was energy senior advisor for the Ministry of Foreign Affairs.
